Capitol Side War Motivation Information

Brainwashing
Brainwashing is done in many ways. It can be different for each individual. Some brainwashing involves drugs, pain, and conditioning like that of Avoxes. Some use a highjacking method of creating fear and directing it by giving it association. Others are through subtler means ingrained over time, sometimes without the Victim's awareness. There are many methods that can be handwaved leavng you a choice in whether the sessions are remembered or not. The results may also vary, as seen below:BW Tier 1
You're a sort of sleeper agent. You're just as you usually all other times, except when it comes down to fighting. There's no loss of consciousness or control, but you are suddenly wired to kill or stop those rebels. It's almost as though you don't recognize them, though you know exactly who they are.
BW Tier 2
Like tier one, you're a sleeper agent. Unlike tier one, when triggered into action, there is no control or recognition on your part. Recollection will come through after the mission as though events of a dream. You may or may not have your normal personality during "blackout" periods. You may appear glassy-eyed, depending.
BW Tier 3
Rebellion is unthinkable. Literally. Your mind will stutter and skip over anything treasonous. You are still yourself in personality and you may even recognize that you still care for loved ones who are on the opposing side. You may even be able to get away with minor things like disliking certain aspects of the Capitol, especially in secret. You're still you. However, the Capitol is MORE important than anything else in your life. What used to be most important is now second on the list.
BW Tier 4
If the Capitol says Jump, you jump. You're a glorified Avox with a tongue, able to talk and fight and consider yourself a person, but unable to truly disobey and no desire to do so whatsoever. Your personality has been crushed down a little, not as much as an Avox, but enough there's a noticeable change.
Hijacking
Information about Hijacking can be read here. In-game Hijacking would mean your character fears their opposition and memories are tampered.
Avoxing
Information on Avoxing can be read here. Avoxing is absolute servitude and personless-ness.
Threat
Threat can come in many forms:-threat of pain or other unpleasant event
-threat on your life
-threat on the lives of loved ones (from Capitol, or not from the Capitol)
-threat on the lives of a number of people (ex. a District, their homeworld/timeline)
Be sure to recognize that threats on other people can be acted upon if your character switches sides in a future shuffle. Make sure there are multiple targets or perhaps consider alternate motivation OR having the character become permanently Capitol-sided, as the Capitol will still have this leverage if they deflect to thirteen.
Memory loss
What it says on the tin. Memory loss means your character is revived without recollection of any of the events as they occurred in game. The Capitol can inform you whatever they wish regarding the rebellion and suggest that the rebellion is the real enemy. They may also use this to return previously volatile people to an aggressive state.
Blackmail
Any secret can be found out within the Capitol. What secret would you kill to keep?
Going home
This can count as both reward and punishment. Going home as a reward involves the Capitol insisting it a possibility (Which it is) should the war be won. They may even find a way that's non-lethal and allows memory to be kept.

Hostage
This goes two ways. Either the Capitol is keeping someone hostage or you ARE the hostage.
Reward
There are nearly unlimited rewards for those who serve the Capitol willingly. All you need is to ask, and so you shall receive.
Information
Actually getting any information must be pre-approved by mods, but if you have a character who's been working on the Capitol's side to root out information, then they would fall here.
Help
On top of all these things above, The Capitol will be showing off, at any chance they can, all the ways they're winning the war, why the Capitol is great and good, and why the rebellion is evil. Not to mention that the Capitol is working on something that could save hundreds or millions of lives! All that is required is winning the war, and of course, your cooperation...
